They are car parking spaces near to the marina so good to park iff you are going to the marina or if the spaces further up are full. In the summer, they are nearly always taken so better to park nearer the port or even better dont take the car and walk as the weather is always good and Javea is such a nice place you can take it all in by walking and looking around.
